Webneko.net - I used this for the MEWO page. Very cute and easy to use, with variations too!

Gifcities.org - A place to search and find gifs from the old web.
4. (Any fandom) wiki - These helped me ass the background music since you aren't allowed to upload audio onto neocities!
You should get Firealpaca too! It's very good for making images/gifs for your site (ily deletesoon sproutmole)!
